OSBA is a non-profit association that was formed in 2009 for public school districts. Since the inception of the program, OSBA has grown to include over 90 school districts.

The goal of OSBA is to provide quality insurance products at a reasonable price using the economies of scale to help reduce the cost to member districts. The program provides a democratic structure for its members, so each district has a voice in the benefits administration process. The vision of OSBA is to expand its membership with conservative, healthy growth to provide other Missouri school districts with a cost-effective solution for their employee benefits.

Capstone Insurors has been the employee benefits administrative broker for OSBA since the inception of the association. While the main focus of the program is providing self-funded medical and dental plans, Capstone Insurors also offers products such as vision, life, disability, accident, critical illness, hospital indemnity, cancer guardian and a host of other benefits and services.
